The Multifamily Urban Homesteading

The 1983 Housing and Urban-Rural Recovery Act envisioned use of HUD-owned multifamily structures by local governments to provide homeownership opportunities to families with incomes under 80 percent of median. The Act also directed HUD to undertake a multifamily homesteading demonstration in FY1984 and FY198S and to evaluate the demonstration. Cities entering the demonstration received technical assistance, buttressed, after the demonstration got underway, primarily by Section 312 rehabilitation loan funds. This report provides the fmdings of the evaluation of the demonstration.
