Characteristics of HUD - Assisted Renters and Their Units in 1991

Policy makers, analysts, and proponents of housing assistance for low-income families need reliable information on the size, composition, and quality of the assisted housing stock and the characteristics of its occupants. To produce this information, the Department of Housing and Urban Development (HUD) continues special research to identify assisted households who are also surveyed in the biennial national American Housing Survey (ARS). This report describes these research efforts and presents the results.

The reported data represent assisted households and units in all states and the District of Columbia, but do not represent units in Puerto Rico, Guam, or the Virgin Islands. These data were first collected in 1989, and were the first statistically valid description of assisted households available since 1979 and the first statistically valid description of assisted units ever published. The 1989 data were presented and analyzed in a report released in March 1992. This report updates the earlier report with 1991 data. As stated in the earlier report, HUD plans to replicate this analysis every two years with each new ARS.
